This book argues that governance is the last step, not the first. Before organisations can govern AI, they need leadership willing to decide, data they can trust, and a culture of accountability that survives beyond the policy document.

Without those foundations, governance becomes theatre. With them, it becomes the thing that makes AI safe to scale.
